Appeal for COVID-19 Food Relief Support in the war affected North and East Provinces of Sri Lanka.

The Corona virus (COVID-19) pandemic has caused severe hardship to everyone globally.

People in developing countries are facing greater struggles comparatively. In particular the war affected Tamil population in the Northern and Eastern Provinces of Sri Lanka are facing the worst challenges for their survival due to the economic downfall, and the nationwide lock down to reduce the spread of COVID-19.

Based on livelihood and income generation, Tamil people in the Northern and Eastern provinces of Sri Lanka can be classified into the following five categories.

  1. Civil servants
  2. Farmers
  3. Fishermen
  4.  Samurdhi support recipients
  5. Daily wage earners

During the strictly enforced lock down (daily curfew) to prevent the spread of COVID-19 in Sri Lanka, the people in the first four categories are still able to manage with their basic needs. However, the daily wage earners are unable to make ends meet. They rely on daily wages for even their basic needs such as their daily meals. Sri Lankan government has not provided any support to this segment of the population. The Tamil population in the North and East of Sri Lanka have higher number of women headed households and people with disabilities due to the war. They also have greater unemployment, poverty and malnourishment, which also makes them more vulnerable to the COVID-19 outbreak.

As a result of no means for income and little or no support from government, this segment of the vulnerable population is at the brink of starvation. The strictly enforced hard lock down and curfew in Sri Lanka is projected to continue for several more weeks and the suffering of these people without their daily income will compound in the coming days.

Local NGO’s and community leaders have made urgent appeals to the international community and the Tamil diaspora for support to help save these vulnerable populations through immediate aid. With the International community facing their own challenges in their countries due to the COVID-19 pandemic, the Tamil diaspora’s timely support to this vulnerable Tamil population in the North and East of Sri Lanka is very critical even with their own challenges.

Canadian Tamil Congress (CTC) is initiating a food relief effort for the most vulnerable Tamil population in the North and East of Sri Lanka with the help of credible organizations on the ground.

Families in need will be identified with the help of Grama Sevakas and Divisional Secretaries, ensuring accuracy and avoiding any duplication of aid.

Each of the identified families will receive a dry rations package valued around Sri Lankan Rupees 1,000 consisting of 5 kg rice, 3 kg flour, 1 kg lentils, 1 kg sugar and 2 bars of soap. This basic food package will be sufficient to feed an average family for one week.

In order to respond to the immediate need, we are selecting 4 districts in the Northern and Eastern provinces of Sri Lanka. With your generosity and aid, we are hoping to extend this support to all remaining eight districts in coming days and weeks.

Below we have listed the district and the ground organizations identified do execute this relief effort in the respective districts. These organizations are credible and have the capacity to effectively deliver on this effort.

  • Trincomalee district  – Trincomalee District Welfare Association
  • Mullaithivu district  – Olirum Valvu  Organization
  • Kilinochchi district  – Kilinochchi Education  Development Trust (KEDT)

Your every $7.50 donation will help feed one vulnerable Tamil family for one week.

 போரினால் பாதிக்கப்பட்ட இலங்கையின் வடக்கு – கிழக்கு மாகாணங்களில் வாழ்கின்ற தமிழ்மக்களுக்கு கோவிட்-19 உணவு நிவாரண உதவி கோருதல்

கொரோனா வைரஸ் (COVID-19) கொள்ளை நோய் உலகமெங்கும் மக்களை பெருந்துன்பத்தில் ஆழ்த்தியிருக்கிறது.

ஒப்பீட்டளவில், அபிவிருத்தியடைந்துவரும் நாடுகளிலுள்ள மக்கள் பெரும் நெருக்கடிகளை எதிர்நோக்குகின்றனர். குறிப்பாக, கோவிட்-19 பரம்பலைக் கட்டுப்படுத்த எடுத்த முயற்சிகளின் விளைவாக ஏற்பட்ட பொருளாதார வீழ்ச்சி, மற்றும் நாடு தழுவியரீதியிலான நடமாட்டத்தடை ஆகியவற்றினால், வடக்கு-கிழக்கு வாழ் தமிழ்மக்கள் தமது இருப்புக் குறித்துப் பாரிய சவால்களை எதிர்நோக்குகின்றனர்.

வாழ்வாதாரத்தையும், வருமானமீட்டலையும் அடிப்படையாகக் கொண்டு பெரும்பாலான, இலங்கையின் வட -கிழக்குத் தமிழர்களை 5 பிரிவுகளாகப் பிரிக்கலாம்.

  1. அரச ஊழியர்கள்
  2. விவசாயிகள்
  3. மீனவர்கள்
  4. சமுர்த்தி உதவி பெறுவோர்
  5. தினக்கூலி பெறுவோர்

இலங்கையில் கோவிட் -19 நோய் பரவுவதைத் தடுப்பதற்கென மிகவும் இறுக்கமாக நடைமுறைப்படுத்தப்பட்ட நடமாட்டத்தடையின் போது (தினஊரடங்கு), முதல் நான்கு வகையினரும் தமது அடிப்படைத் தேவைகளைச் சமாளித்துக் கொள்ள முடிகிறது. ஆனாலும், தினக்கூலிக்குச் செல்பவர்களால் தமது தேவைகளைப் பூர்த்தி செய்யமுடியாத நிலையுள்ளது. நாளாந்த உணவுக்கும், இதர தேவைகளுக்கும் அவர்கள் தமது தினச்சம்பளத்தையே நம்பியிருப்பவர்கள். இலங்கை அரசாங்கம், இப்படியான மக்களுக்கு எதுவித ஆதரவையும் கொடுக்கவில்லை. போரின் காரணமாக, வடக்கு-கிழக்கு வாழ் தமிழ்மக்களிடையே பெருமளவு உடல் ஊனமுற்றோரும், பெண் தலைமைத்துவக் குடும்பங்களும் உள்ளனர். அவர்களிடையே பெருமளவு வேலையற்றோரும், வறுமையும், போஷாக்கு குறைந்தோரும் இருப்பதால் கோவிட்-19 நோய்த் தொற்றுக்கு அவர்கள் இலகுவாக ஆளாகிவிட முடியும்.

வருமானமின்மையும், அரச ஆதரவின்மையும் காரணமாக, இச்சமூகம் பட்டினியின் விளிம்பில் இருக்கிறது. மிகவும் இறுக்கமாக நடைமுறைப்படுத்தப்படும் நடமாட்டத்தடையும், ஊரடங்கும் இன்னும் பல வாரங்களுக்கு நீடிக்கப்படலாம் என்பதால், நாளாந்த வருமானம் ஏதுமின்றி, வரும் வாரங்களில் இம்மக்களின் துயரங்கள் மேலும் அதிகரிக்கும் வாய்ப்பிருக்கிறது.

உள்ளுர்த் தொண்டு நிறுவனங்களும், சமூகத் தலைவர்களும், இம்மக்களின் துயர் துடைக்கவென, உடனடி உதவிகளை வேண்டி, சர்வதேச சமூகத்திடமும், புலம்பெயர்தமிழ்ச் சமூகத்திடமும் வேண்டுகோள் விடுத்துள்ளார்கள். சர்வதேச சமூகம் தனது உள்ளார்ந்த கோவிட்-19 சவால்களுக்கு முகம் கொடுக்க வேண்டிய காலக்கட்டத்தில், வடக்கு-கிழக்கில் அவலத்துக்குள்ளாகியிருக்கும் நலிவடைந்த தமிழ்மக்களுக்கு, புலம்பெயர்தமிழ்ச் சமூகத்தின் (அவர்களும் ஒரு இக்கட்டான காலகட்டத்தில் இருக்கிறார்கள் என்பதையும் மனதில் கொண்டு) இக்காலத்தின் அவசரத்தேவை கருதிய பங்களிப்பு அவசியமாகிறது.

வடக்கு-கிழக்கிலுள்ள இத்தகைய அவலமுறும் மக்களின் துயர் துடைக்கவென, அங்குள்ள நம்பகத்தன்மை வாய்ந்த அமைப்புக்களுடன் இணைந்து, கனடியத் தமிழர் பேரவை உணவு நிவாரண முயற்சியொன்றை முன்னெடுக்கிறது.

அங்குள்ள கிராமசேவகர்கள், பிரதேச செயலகங்கள் வாயிலாக பயன்பெறும் குடும்பங்களை முறையாக அடையாளம் கண்டு இவ்உதவிகளைச் செய்வதன் மூலம், தகுதியுடையவர்கள் மட்டுமே இவ்வுதவிக்கு உரித்துடையவர்கள் என்பதை நாம் உறுதி செய்து கொள்ளமுடியும்.

தகுதியுடைய ஒவ்வொரு குடும்பத்துக்கும், 1000 ரூபாய்கள் பெறுமதியான உலருணவுப்பொதியொன்று வழங்கப்படும். இப்பொதியில் 5 கிலோ அரிசி, 3 கிலோ மாவு, 1 கிலோ பருப்பு, 1 கிலோ சீனி, இரண்டு சவற்காரக்கட்டிகள் ஆகியன அடங்கும். சராசரியான ஒரு குடும்பத்தின் ஒருவார உணவுத் தேவையைச் சமாளிக்க இப்பொதி போதுமானது.

ஆரம்பத்தில், உடனடித் தேவைகளை நிவர்த்தி செய்வதற்கென, இலங்கையின் வட-கிழக்கிலுள்ள நான்கு மாவட்டங்களை நாங்கள் தெரிவு செய்கிறோம். உங்கள் மனமார்ந்த உதவிகளுடன், இனிவரும் நாட்களில், வாரங்களில் இவ்வுதவியை எஞ்சிய மாவட்டங்கள் அனைத்துக்கும் விரிவுபடுத்தவுள்ளோம்.
