As democracy and the rule of law is in retreat in Sri Lanka, its political stability is threatened and consequently the victims of these changes are in considerable suffering and pain. This has compelled the leaders, men and women of different communities (Sinhala, Tamil, Muslim, Christian, Buddhist) in Sri Lanka to come together and join with a distinguished panel of international experts, who are well informed on Sri Lanka to discuss the relevant issues affecting the citizenry and help to path forward in their quest for justice.
Panellists
Charles Petrie is a former UN Assistant Secretary General with close to 30 years’ experience working in contexts of conflict and famine, and he resigned from the United Nations in part as a result of his inability to get the organisation to investigate one of its own, who had participated in the crime of genocide.
In March 2012, Charles Petrie was designated by the UN Secretary General to lead an internal review of the UN’s actions in Sri Lanka during the last phase of the conflict. The report was submitted to the Secretary General in early November of that year and served as the basis for the elaboration of the Secretary General’s ‘Rights up Front’ policy – a policy that places protection at the forefront of all UN action. Charles Petrie continues to be involved in Myanmar, serving as an advisor to the Norwegian Ministry of Foreign Affairs.
Pablo de Greiff – is currently Senior Fellow and Director of the Transitional Justice Program at the Centre for Human Rights and Global Justice of the School of Law at NYU. Prior to joining NYU he was the Director of Research at the International Centre for Transitional Justice from 2001 to 2014.
In 2011 the UN Human Rights Council established a mandate for a Special Rapporteur on the promotion of truth, justice, reparation and guarantee of non-recurrence and at the 19th HRC session on 23 March 2012, De Greiff was appointed to the post. As Special Rapporteur, De Greiff has visited Sri Lanka at least four times during 2015 – 2019.
He has also provided advice to a wide range of Governments, the UN and non-governmental organizations, particularly victims’ organizations, truth commissions and multilateral institutions in the area of transitional justice, gender issues and the linkages between justice, security and development.
Stephen J. Rapp – is a Senior Fellow at the US Holocaust Memorial Museum’s Centre for Prevention of Genocide and at Oxford University’s Centre for Ethics, Law & Armed Conflict. He also serves as Chair of the Commission for International Justice and Accountability (CIJA).
From 2009 to 2015, he was US Ambassador-at-Large for Global Criminal Justice. In October 2009 his office issued a report concluding that there was credible evidence of serious human rights violations committed in Sri Lanka during the final phase of the conflict in 2008-2009. Rapp made official visits to the country in 2012 and 2014 and engaged actively at the UN Human Rights Council during 2012-2015 in support of a series of resolutions to further genuine accountability in Sri Lanka.
During 2001-2009, he headed the prosecutions of former Liberian President Charles Taylor at the SCSL and of the leaders of the Rwandan hate media at the ICTR. From 1993 to 2001, he was the United States Attorney in the N. District of Iowa
Bhavani Foseka is a Senior Researcher at the Centre for Policy Alternatives, an Attorney-at-Law in Sri Lanka, an Author and an Activist.
Shreen Saroor is a Sri Lankan peace and women’s rights activist, Founder of the Mannar Women’s Development Federation to help promote women’s empowerment, winner of many international and local awards for her activism promoting women empowerment, rule of law and human rights and a Writer.
Ambika Satkunanathan is a Lawyer, Researcher, Writer, Author, Human rights advocate, Former Commissioner of Human Rights Commission of Sri Lanka.
Ameer Faaiz is a Lawyer, Director of International Affairs of Sri Lanka Muslim Congress, a Writer and a Human rights activist.
Mathiaparanan A Sumanthiran is a Member of Parliament, Spokesperson for the Tamil National Alliance and President’s Counsel.
Moderator: Melissa Dring – is the Campaign Director for the Sri Lanka Campaign for Peace and Justice, since October 2019 – a global non-partisan movement that aims to achieve genuine reconciliation based on accountability for violations of international law, build respect for human rights and the rule of law, and support efforts within Sri Lankan civil society to promote a just and lasting peace.

இலங்கையில் ஜனநாயகம் மற்றும் சட்டத்தின் ஆட்சி பின்னடைவுக்குள்ளாவதால், அதன் அரசியல் நிலைபேறுதன்மை அச்சுறுத்தப்படுகிறது. இதன் விளைவாக மாற்றங்களால் பாதிக்கப்பட்டவர்கள் கணிசமான துன்பத்திலும் வேதனையிலும் உள்ளனர். இதனால் இலங்கையில் உள்ள பல்வேறு சமூகங்களின் (சிங்கள, தமிழ், முஸ்லீம், கிறிஸ்தவ, பௌத்த) தலைவர்கள், ஆண்கள் மற்றும் பெண்கள் சர்வதேச வல்லுநர்களுடன் இணைந்து கலந்துரையாடுவதன் மூலம் இப்பிரச்சினைக்கு நீதியான தீர்வு காண வேண்டிய கட்டாயத்துக்கு உள்ளாகியுள்ளனர். மேலும் இந்த உரையாடலில் பங்கெடுக்கும் வல்லுநர்கள் இலங்கை விடயத்தில் மிக ஆழமான அறிவைக் கொண்டவர்கள்.
சார்லஸ் பெட்ரி (Charles Petrie)
இவர் முன்னாள் ஐ.நா சபையின் உதவிப் பொதுச்செயலாளர். மோதல்கள், பஞ்சங்கள் நிலவிய நாடுகளில் பணியாற்றிய முப்பது ஆண்டுகளுக்கும் மேலான பட்டறிவைக் கொண்டவர். இவர் இனப்படுகொலையில் ஈடுபட்டதாக கூறப்பட்ட உறுப்பு நாடு ஒன்றின் மீது குற்ற விசாரணையை நடைமுறைப்படுத்த முடியாத தனது இயலாத்தன்மையினால் ஐ.நா சபையிலிருந்து ராஜினாமா செய்தார்.
மார்ச் 2012 இல், “சார்லஸ் பெட்ரி” இலங்கையின் இறுதிப் போர்க் காலகட்டத்தின் போது “இலங்கையில் ஐ.நா.வின் நடவடிக்கைகள்” குறித்த உள்ளக ஆய்வுக்குத் தலைமை தாங்குபவராக ஐ.நா பொதுச்செயலாளரால் நியமிக்கப்பட்டார்.
சார்லஸ் பெட்ரி மியான்மார் விவகாரங்களில் தொடர்ந்து ஈடுபட்டு வருகிறார். நோர்வே வெளியுறவு அமைச்சகத்தின் ஆலோசகராகவும் பணியாற்றி வருகிறார்.
பப்லோ டி கிரேஃப் (Pablo de Greiff)
இவர் தற்போது நியூயோர்க் பல்கலைக்கழகத்தில் உள்ள மனித உரிமைகள் மற்றும் உலகளாவிய நீதிக்கான நடுவத்தில் இடைக்கால நீதித் திட்டத்தின் மூத்த உறுப்பினராகவும் இயக்குநராகவும் உள்ளார். நியூயோர்க் பல்கலைக்கழகத்தில் சேருவதற்கு முன்பு, இவர் 2001 தொடக்கம் 2014 வரை இடைக்கால நீதிக்கான சர்வதேச மையத்தில் ஆராய்ச்சி இயக்குநராக இருந்தார்.
2011 ஆம் ஆண்டில் “ஐ.நா மனித உரிமைகள் பேரவை” உண்மை, நீதி, இழப்பீடு மற்றும் மீண்டும் போர்க் குற்றங்கள் நிகழாத உறுதிப்பாட்டை மேம்படுத்துதல் குறித்த சிறப்பு அறிக்கையாளர் நியமனத்தை உருவாக்கியது. அதன் அடிப்படையில் 2012 ஆம் ஆண்டின் ஆரம்பத்தில் 19 வது மனிதவள மேம்பாட்டு அமர்வில், டி கிரேஃப் இந்தப் பதவிக்கு நியமிக்கப்பட்டார். பின்பு சிறப்பு அறிக்கையாளராக, டி கிரேஃப் 2015 – 2019 காலகட்டங்களில் குறைந்தது நான்கு முறைகள் இலங்கைக்குச் சென்றுள்ளார்.
ஸ்டீபன் ஜே. ராப் (Stephen J. Rapp)
அமெரிக்க “ஹோலோகாஸ்ட் ஞாபகார்த்த அருங்காட்சியகத்தின்” இனப்படுகொலைத் தடுப்பு மையத்திலும், ஒக்ஸ்போர்ட் பல்கலைக்கழகத்தின் நெறிமுறைகள், சட்டம் மற்றும் ஆயுத மோதல்களுக்கான மூத்த உறுப்பினராகவும் உள்ளார். சர்வதேச நீதி மற்றும் பொறுப்புக்கூறல் ஆணையத்தின் (CIJA) தலைவராகவும் பணியாற்றுகிறார்.
2008-2009 காலகட்ட மோதலின் இறுதிக் கட்டத்தில் இலங்கையில் கடுமையான மனித உரிமை மீறல்களுக்கு நம்பகமான சான்றுகள் இருப்பதாக ஒக்ரோபர் 2009 இல் அவரது அலுவலகம் ஒரு அறிக்கையை வெளியிட்டது. ராப் 2012 மற்றும் 2014 ஆம் ஆண்டுகளில் இலங்கைக்கு உத்தியோகபூர்வ பயணங்களை மேற்கொண்டார். இலங்கையில் மேலும் உண்மையான பொறுப்புக்கூறலுக்கான தொடர்ச்சியான தீர்மானங்களுக்கு ஆதரவாக 2012-2015 காலகட்டங்களில் ஐ.நா மனித உரிமைகள் பேரவையில் தீவிரமாகச் செயலாற்றினார்.
